What qualifying residence period is required and when does the period begin?

5 years or more of residence in the Netherlands according to the EU rules or the Withdrawal Agreement at the time of application; applicants must fall under the Agreement (e.g. living legally in the Netherlands before 1 January 2021). Shorter periods apply in listed cases (e.g. 3 years in a row plus 12 months of work for retirees; 2 years or more for permanent unfitness to work). Which types of residence count fully, partially or not at all where the official rules specify this?

Periods of work as an employee or self-employed person count (certainly if income is at least 50% of the social welfare level or work is at least 40% of a full working week). Periods without work count if the person had healthcare insurance and sufficient income (certainly if at the level of the Dutch minimum wage with holiday pay).

What absence/continuity rules affect accumulation of the qualifying residence period?

For holders of a temporary Withdrawal Agreement document, the IND assumes main residence has moved (and withdraws temporary residence) if, from 1 October 2023, they are outside the Netherlands for more than 6 months out of 12 (periods added up) without an important reason, or, from 1 April 2024, for more than 12 continuous months.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

Also: general requirements and no risk to public order. Apply online or by post (form 6540) no earlier than 3 months before reaching 5 years; fee € 85,00; the IND usually decides within 90 days. The document is valid for 10 years, renewable every 10 years (5 years for under-18s). Permanent residence is lost only after more than 5 continuous years outside the Netherlands.
