What qualifying residence period is required and when does the period begin?

5 or more years of continuous residence in the Netherlands at the time of application. Shorter periods apply in listed cases, e.g. 3 years continuous residence with work in the final 12 months for those who retired at pension age or earlier; over 2 years for those permanently unable to work. The official source does not state from which event the five-year period starts.

Which types of residence count fully, partially or not at all where the official rules specify this?

Residence counts if during it the person worked or had enough money to live on; family members or ex-partners must have met the requirements for residency as Union citizens for 5 years. Residence with a minor Dutch child (Chavez) does not qualify for this document.

What absence/continuity rules affect accumulation of the qualifying residence period?

Under EU-rules residence the IND assumes main residence moved, and the right of residence is lost, if the person is outside the Netherlands for more than 6 months out of 12 (separate periods added up) without an important reason, or for more than 12 continuous months even with an important reason (e.g. pregnancy, childbirth, serious illness, study or vocational training); absence for military obligations is not treated as moving main residence.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

Also required: a valid passport or travel document and BRP registration. Apply online (DigiD) or by post (form 8004); fee € 85,00; decision within 90 days. The document is valid for 10 years and renewable every 10 years (5 years for under-18s). The permanent right of residence is lost only after more than 2 continuous years outside the Netherlands; BRP deregistration alone usually has no consequences.
