Which family relationships qualify?

An unmarried partner qualifies: the IND requires a verifiable relationship and lists being unmarried as one of the accepted forms (married, registered partnership, or unmarried). Both partners must be 21 years or older, and must live together in the Netherlands.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is the partner already in the Netherlands, who must have Dutch nationality or a valid Dutch residence permit and who declares in the application form that they are the sponsor (with obligations and responsibilities). A residence permit holder cannot bring a partner if the permit is for au pair, Working Holiday, cultural exchange, work experience (intern or apprentice), seasonal work, seafaring service as a crew member on board a seagoing vessel, or the EU-UK Trade Agreement. A sponsor who is obliged to integrate must first have lived for at least 1 year in the Netherlands with a valid residence permit, unless it is in the interest of minor children that the partner comes now. Other requirements may apply to Dutch nationals who lived with their partner in another EU country, and different requirements may sometimes apply to Turkish citizens and their family members and to family members of UK nationals.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The relationship with the unmarried partner must be verifiable. Official foreign documents must be legalised and translated into Dutch, English, French or German. The IND gives the specific list of documents through a document-overview questionnaire.

What important financial, accommodation, insurance or maintenance responsibilities apply?

Income must be independent, sustainable and sufficient. The required amount for a residence permit to stay with a partner (valid from 1 July 2026 up to and including 31 December 2026) is a gross SV salary per month of € 2,337.00 without holiday allowance or € 2,523.96 with holiday allowance. For income from paid employment, income is sustainable if the contract is valid for at least another 12 months (other rules apply to shorter or flexible contracts). Exemptions for a sponsor include receiving state pension or having reached the state pension age (AOW). Accommodation and insurance requirements are not stated in the official sources.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applications are made online or in writing by post, and the application costs € 254,00. The IND must decide within 90 days and can extend the decision period; the decision comes by letter and the permit is collected at an IND desk by appointment. If a TB (tuberculosis) test was indicated, the partner must make an appointment at the GGD within 3 months after receiving the permit. The permit is a type I temporary regular residence permit: if the sponsor holds a temporary residence permit, the partner's permit ends on the same date; if the sponsor is Dutch or holds a permanent residence permit, it is valid for 5 years; extension can be applied for online. With a Dutch sponsor the permit states 'free to work, work permit not required'; otherwise the partner often has the same employment rights as the sponsor, but is free to work if the sponsor is a highly skilled migrant, European Blue Card holder, intra-corporate transferee or researcher within the meaning of Directive (EU) 2016/801, is not allowed to work if the sponsor has a study permit, and with a sponsor on a single permit (GVVA) may only work if the employer has a TWV. The partner may check whether the permit can be changed to one on humanitarian non-temporary grounds, and after a 5-year permit for residence as a family member the partner can apply for a permanent residence permit.
