Which family relationships qualify?
A spouse qualifies: the IND requires a verifiable relationship and lists being married as one of the accepted forms (married, registered partnership, or unmarried). Both partners must be 21 years or older, or 18 years or older if they were already married when both lived outside the Netherlands. They must live together in the Netherlands.

You have a verifiable relationship with your partner. You are married, you have a registered partnership, or you are unmarried.

You are both 21 years or older.

Were you already married to your partner when you both (still) lived outside the Netherlands? Then you also meet the requirement when you are both 18 years or older.

You are going to live with your partner in the Netherlands. And you will both register with the municipality at the same address.
