What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Not asylum: it is a non-temporary humanitarian residence permit for a child whose parental authority has been terminated by a judge; the IND lists it under non-temporary humanitarian residence purposes, which are non-temporary because the situation continues for a longer period.

A child over whom a judge has terminated parental authority and who has been given a judge-appointed guardian, where the child does not have a residence permit or has a residence permit to stay with the parents.
