What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A residence permit based on the right to private life under Article 8 of the European Convention on Human Rights (ECHR), with a non-temporary humanitarian residence purpose; granted only in rare situations and almost never.

Which population, circumstances or geographic group does the mechanism cover?

Rare cases, for example people who have lived in the Netherlands for a long time with a strong connection to the Netherlands, very special reasons why they cannot or do not want to leave, and who do not meet the requirements for any other residence permit; the IND says rejection is very likely, and the Netherlands' general interests (national security, public order, economic well-being) weigh heavily.
