What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A residence permit with a humanitarian residence purpose: temporary placement in a foster home or institution based on the Hague Child Protection Convention has a temporary humanitarian residence purpose; placement until the age of 18 has a non-temporary humanitarian residence purpose.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

The placement is agreed between authorities: the central authorities of the Netherlands and the country of origin must give permission beforehand, and the country of origin must have arranged legal authority over the child. If the Dutch authorities agree, the child receives a residence permit; the Dutch Central Authority (CA) passes this information to the IND. IND forms: 7526 (temporary humanitarian), 7527 (non-temporary, in the Netherlands), 9522 (outside the Netherlands).
