What exactly is the official special programme/status and why does it exist?

This is the residual, catch-all Special Purpose Visa: it exists for a person who is not exempt from needing a visa but is not eligible for any other visa class, where the Director considers they should be permitted to enter and remain for a purpose specified in the visa.

Which specific population, role, circumstance or historical/legal situation does it cover?

It covers anyone who does not fit any other visa class defined in the Regulations and is not otherwise exempt from needing a visa, whatever their individual circumstance, provided the Director considers entry appropriate for a purpose specified in the visa.

What circumstance, event, relationship, nomination, invitation or status activates access?

Access is triggered purely by the Director's opinion that the person should be permitted to enter or remain for a specified purpose that does not fit any other visa class.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

The visa depends on the Director considering that the person should be permitted to enter and remain for a purpose specified in the visa. An application for a special purpose visa may be made before, on or after entry into Nauru. The official source does not name any sponsor, nomination, certification or evidence document.

Without approval from the Secretary, the holder may not engage in an activity requiring a business visa unless that activity is covered by this visa.
