What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is a discretionary humanitarian entry mechanism: a Special Purpose Visa for a person who arrives in Nauru without a passport, where the Director considers the person should nonetheless be permitted to enter and remain on humanitarian or other grounds. It is a discretionary admission tool, not a refugee-status determination process.
