What exact status does accumulated residence lead to?

What qualifying residence period is required and when does the period begin?

A foreigner who proves at least 4 years of uninterrupted residence in Morocco in conformity with the laws and regulations may obtain a residence card. Separately, the residence card is issued as of right to a foreigner who proves by any means habitual residence in Morocco for more than 15 years, or since reaching at most age 10, or regular status for more than 10 years. The official source does not state when the 4-year period begins.

Which types of residence count fully, partially or not at all where the official rules specify this?

The captured Law 02-03 Article 17(6) identifies three residence-history grounds: habitual residence in Morocco for more than 15 years; habitual residence since the applicant was at most ten years old; or more than ten years in regular status. It allows proof of the habitual-residence grounds “par tous moyens”. Article 17 opens with a condition of regular entry and stay, except where a derogation applies. Accordingly the 15-year ground cannot be stated unconditionally as counting irregular stay. The separate discretionary four-year residence-card ground in Article 16 requires uninterrupted residence compliant with law and regulations and is not a fourth Article 17(6) counting category.
