For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A visa issued by the competent Moroccan authority is required unless the traveller's nationality appears on the Ministry of Foreign Affairs list of countries whose citizens are exempted from an entry visa; on that list Mali, Congo (Brazzaville) and Guinea (Conakry) are marked as needing an AEVM.

The short-validity visa allows a foreigner to enter Morocco for reasons other than immigration, for a single uninterrupted short stay or several short stays with multiple entries.

What maximum stay, rolling-period rule, validity and entry rules apply?

Each stay lasts from one to ninety days. Visa validity is from one day to three months (exceptionally a year), with one, two or multiple entries depending on the case; the issuing authority sets the length of stay and visa duration.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

A passport or other valid travel document recognised by Morocco is required, valid longer than the stay. At the border, checks may cover means of stay, reasons for coming and guarantees of repatriation. For a tourism visa application the consulate lists a bank statement, or a legalised invitation (family visit) including a guarantee covering medical and possible repatriation expenses, or a travel-agency request; and at issuance a return ticket with confirmed reservation, travel insurance and a hotel booking or voucher.

It should be recognized by the  Moroccan State as a travel document (Law No. 02-03 of 11 November 2003).

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

In exceptional cases the Security Services may issue short-stay visas at border posts. Where Morocco has no representation, applications go to the mission accredited to that country or to honorary consuls, and in the absence of these, directly to the Ministry of Foreign Affairs (Directorate of Consular and Social Affairs, Rabat) for a visa to be issued at the airport. The visa type cannot be changed after entry; a new visa must be requested from the country of residence.
