Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The long-validity visa is issued by Moroccan diplomatic or consular services after consultation with the Ministry of Foreign Affairs. Where Morocco has no representation, applications go to the accredited mission or honorary consuls or, failing these, directly to the Ministry of Foreign Affairs (Directorate of Consular and Social Affairs, Rabat) for a visa issued at the airport. A holder wishing to stay more than three months should request a registration card from the General Directorate of National Security. The visa type cannot be changed after entry; a new visa must be requested from the country of residence.
