What income threshold applies, how must it be demonstrated, and how does family affect it where stated?

The applicant must attach proof of having financial means of support. The IMI record states a regular income of at least three times the Montenegrin minimum wage, approximately EUR 1,800-2,000/month, verified via bank statements or proof of movement of funds for the preceding year. The supplied evidence does not specify a family multiplier or family adjustment.

Where must the employer, company or clients be located? Is local work restricted?

The qualifying employer or the applicant's own company must be located outside Montenegro, i.e. it must not be registered in Montenegro, and the work for it must be performed electronically. The official source does not state an express restriction on local work in Montenegro.

Can family accompany? How long is the status granted and can it be renewed?

Close family members may join a digital nomad granted temporary residence, for family reunification: spouses, their minor children born in or out of wedlock, and children of one of the spouses and adopted children up to 18. The permit is issued for up to two years and may be extended for at most two more years; a new one may be issued six months after the digital-nomad temporary residence expires.

What immigration-relevant tax/residence information is officially stated, and what longer-term residence direction exists?

According to IMI Daily (secondary source), the digital nomad permit does not lead to permanent residency or Montenegrin citizenship and time on it does not count toward naturalisation; IMI Daily also reports a personal income tax exemption on foreign-sourced income for freelancers on the permit earning more than three times the average gross national salary.

Limits of the record
  • Both statements come from IMI Daily, a secondary source; neither the official digital-nomad page nor the Law on Foreigners text in the capture states them.
  • Tax information is reported, not advice; eligibility for the exemption is not confirmed by an official source here.

The digital nomad residence permit does not lead to permanent residency or Montenegrin citizenship; Montenegrin authorities classify the permit as non-immigration in character, and officials have stated explicitly that it does not imply future registration of citizenship. Time spent on a digital nomad permit does not count toward Montenegro's standard naturalisation requirements.

A notable draw for high earners is the accompanying personal income tax exemption: freelancers on a Montenegrin digital nomad permit who earn more than three times the average gross national salary can be exempted from Montenegrin personal income tax on that foreign-sourced income under the Personal Income Tax Act.
