What exactly is the official special programme/status and why does it exist?

The work registration certificate (potvrda o prijavi rada) is an exception to the temporary residence and work permit: on its basis, listed categories of foreigners may stay and work in Montenegro for up to 90 days within a one-year period.

Which specific population, role, circumstance or historical/legal situation does it cover?

It covers 18 listed categories: people working under international agreements on technical assistance or other ratified treaties; company founders, management and executive-body members and auditors engaged by the company; invited professors, lecturers and researchers on projects significant for Montenegro; lecturers at professional conferences and seminars; civil and military officials of other governments under cooperation agreements; providers of services requiring higher education or special expertise, with prior consent of the sector authority; researchers on Government-approved research; accredited correspondents and foreign media reporters; artists and technical staff for opera, ballet, theatre, concerts and other cultural events, if staying no more than 30 days or three months a year with breaks; film, TV, music, dance and ballet authors and performers and supporting technical staff, with the same limit; staff of a foreign company providing, or receiving, additional training at a linked Montenegrin entity; participants in sports competitions; people delivering, installing or servicing machinery or equipment, if the work lasts no more than 30 continuous days or three months a year in total; trade-fair or exhibition participants where their employer exhibits; pupils or students doing practice under an international exchange treaty; people acting within registered humanitarian organisations; service providers negotiating sales of services or concluding service contracts; and circus or amusement-park employees.

What circumstance, event, relationship, nomination, invitation or status activates access?

Access depends on the foreigner falling within one of the listed categories and on the legal or natural person using the foreigner's services having, before the foreigner arrives in Montenegro, a concluded contract or other proof of the work with the foreigner or with the foreign employer sending the foreigner to work in Montenegro.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

Before the foreigner starts work, the engaging legal or natural person must file a notification of that foreigner's work with the Ministry, at the place where the work is done or at the employer's seat, and the Ministry issues the work registration certificate without delay. The Ministry notifies the tax authority of issued certificates within ten days of issue. The detailed conditions and the forms are prescribed by the Ministry.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

The certificate allows the foreigner to reside and work for up to 90 days within one year, anywhere in Montenegro for the same employer or service recipient, and only in the activities it was issued for and only for the employer who employs them. The official source does not state whether family members can accompany the holder or what happens when the engagement ends early.
