What exactly is the official special programme/status and why does it exist?

The long-stay visa (visa D) is a visa issued to a foreigner who intends to stay in Montenegro for more than 90 days but not more than 180 days within a one-year period, for one of the purposes listed in the law.

It covers foreigners staying for: business activities or work; service in foreign diplomatic-consular missions or missions of international organisations accredited in Montenegro; family reunification; schooling; international pupil/student exchange or other youth programmes; specialisation, vocational training or practical training; scientific research; medical treatment; use of real estate they own in Montenegro; religious service; volunteering in the European Voluntary Service; digital-nomad status; and other cases under law and international treaty.

What circumstance, event, relationship, nomination, invitation or status activates access?

Access is activated by the purpose-specific sponsor or relationship: for business activity or work, a guarantee or invitation letter from a natural or legal person, or other proof that this person will bear the costs of the stay including accommodation, subsistence and leaving Montenegro; for family reunification, proof of being a close family member of a Montenegrin citizen or of a foreigner with approved permanent or temporary residence, plus that person's guarantee letter or other proof that they will bear those costs.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

The visa must be obtained before entering Montenegro, by applying in person to the diplomatic or consular mission on the prescribed form. Before issuing it, the foreign-affairs authority obtains the consent of the National Security Agency and the police, and for a visa D for work also of the Ministry. Purpose-specific evidence includes, for example, proof of schooling in Montenegro and of financing schooling, subsistence, accommodation, health insurance and return; proof of ownership of real estate in Montenegro plus proof of financing; and, for digital nomads, proof of working electronically for a foreign company or own company not registered in Montenegro plus proof of health insurance. Detailed conditions are prescribed by the foreign-affairs authority with the prior opinion of the Ministry.
