Which family relationships qualify?

For H2-1, "family member" means a foreign national's husband, wife, partner, father, mother, grandfather, grandmother and children (under the age of 18), with proof; the visa table lists H2-1 as a related person ("хамаарал бүхий этгээд") of the H2 foreign national.

Under the Law on the Legal Status of Foreign Nationals the inviter is the person who guarantees financial resources for the invitee's stay (Art. 5.1.2) and must provide a guarantee of the financial sources required for the stay (Art. 10.1.2). The application requires an address statement from the local sum/khoroo authority.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The application is made at the Immigration Agency of Mongolia within 21 days after entry; unless an international agreement provides otherwise, visa permission must be obtained in advance for a stay longer than the agreement allows, and first-time applicants register biometrics in person. Standard processing is 60 days and the fee is 135.000₮. The permit period may not exceed the Article 27.1 period of the Law on the Legal Status of Foreign Nationals (5 years with possible extension for another 3 years), and under Art. 28.2 the family member's duration follows the principal's permit. After a refusal the same type may be re-applied for after 1 year. The official source does not state the family member's rights or any path to independent or longer-term status.
