Which family relationships qualify?

On the F3-1 page, "family member" means a foreign national's husband, wife, partner, father, mother, grandfather, grandmother and children (under the age of 18), with proof. The visa table describes F3-1 as a related person of a foreign national born to a Mongolian citizen.

Limits of the record
  • The definition is generic to family-member permits.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The visa table marks this category as filed by the inviting individual ("Уригч иргэн мэдүүлнэ"), and the page requires an official request letter by an inviting individual. The official source does not state the status the inviting individual must hold.

Limits of the record
  • The F3-1 page refers to the "F2 applicant" and a copy of the "F2 applicant`s passport", apparently a drafting error; the sponsor documents for F3-1 are therefore unclear.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

An official marriage, birth or adoption certificate with official translation is required.

What important financial, accommodation, insurance or maintenance responsibilities apply?

Under the Law on the Legal Status of Foreign Nationals the inviter is the person who guarantees financial resources for the invitee's stay (Art. 5.1.2) and must provide a guarantee of the financial sources required for the stay (Art. 10.1.2). The application requires an address statement from the local sum/khoroo authority. The official source does not state an amount or an insurance requirement.

  • No amount, insurance or maintenance threshold is stated.
  • The law text used is marked "Unofficial translation" on the immigration agency PDF.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The application is made to the Immigration Agency of Mongolia within 21 days after entry; first-time applicants must attend in person to register biometric data (fingerprints, photos). Standard processing is 60 days and the fee is 135.000₮. The permit period may not exceed the period in Article 27.1 of the Law on the Legal Status of Foreign Nationals, which grants private-purpose residence permits for 5 years with possible extension for another 3 years. After a refusal, the same type may be re-applied for after 1 year. Under Art. 28.2 of the law, a family member's duration of stay is determined by the duration of the principal's residence permit. The official source does not state the family member's rights or any route to independent status.
