Which family relationships qualify?

For F2-1, "family member" means a foreign national's husband, wife, partner, father, mother, grandfather, grandmother and children (under the age of 18), with proof. The official visa table describes F2-1 as a related person ("хамаарал бүхий этгээд") of a foreign national who has left Mongolian citizenship.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

An inviting individual submits an official request letter stating purpose, duration of stay and the relationship with the F2 applicant (a Mongolian national who renounced their nationality); a copy of the F2 applicant's passport is required. The visa table marks this category as filed by the inviting individual ("Уригч иргэн мэдүүлнэ").

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The application is made to the Immigration Agency of Mongolia within 21 days after entry; first-time applicants must attend in person to register biometric data (fingerprints, photos). Standard processing is 60 days and the fee is 135.000₮. The permit period may not exceed the Article 27.1 period of the Law on the Legal Status of Foreign Nationals (private-purpose residence permits for 5 years, extendable for another 3 years), and under Art. 28.2 the family member's stay follows the principal's permit. After a refusal, the same type may be re-applied for after 1 year. The official source does not state the family member's rights or any path to independent or longer-term status.
