Which family relationships qualify?

On the F1-1 application page, "family member" means a foreign national's husband, wife, partner, father, mother, grandfather, grandmother and children (under the age of 18), with proof. The official visa category table lists F1-1 as the father, mother, grandfather, grandmother or child ("эцэг, эх, өвөг эцэг, эмэг эх, хүүхэд") of a foreign national who has registered a marriage with a Mongolian citizen.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

An inviting individual submits an official request letter stating purpose, duration of stay and the relationship with the F1 applicant (the foreign national who has registered a marriage with a Mongolian citizen); a copy of the F1 applicant's passport is required. The visa category table marks this category as filed by the inviting individual ("Уригч иргэн мэдүүлнэ").

What important financial, accommodation, insurance or maintenance responsibilities apply?

Under the Law on the Legal Status of Foreign Nationals the inviter is the person who guarantees financial resources for the invitee's stay (Art. 5.1.2) and must provide a guarantee of the financial sources required for the stay (Art. 10.1.2). The application requires an address statement from the local sum/khoroo authority.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The application is made to the Immigration Agency of Mongolia within 21 days after entry; first-time applicants must attend in person to register biometric data (fingerprints, photos). Standard processing is 60 days and the fee is 135.000₮. The permit period may not exceed the Article 27.1 period of the Law on the Legal Status of Foreign Nationals (private-purpose residence permits for 5 years, extendable for another 3 years); Art. 28.1 issues family members of a foreign national married to a Mongolian national a permit for that period, and a termless permit may be granted on reciprocity to a family-reason resident aged 55 or over (Art. 28.3). After a refusal, the same type may be re-applied for after 1 year. The official source does not state the family member's rights.
