What exactly is the official special programme/status and why does it exist?

An official-purpose residence status: the law treats foreign nationals invited by government organisations or employed at inter-governmental organisations as residents for an official purpose.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

The inviting organisation submits an official request (type of activity, duration and purpose of stay), its state registration certificate and any special licence, a passport copy valid at least 180 days, an address statement from the local sum/khoroo authority, other documents (agreements, MOU) and the application form; the applicant registers biometrics in person on first application and a physical examination is required.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

A residence permit issued by the Immigration Agency (state body in charge of foreign nationals), applied for within 21 days after entry. A separate A3-1 category covers family members. The official source does not state the duration or what happens when the assignment ends.
