What exactly is the official special programme/status and why does it exist?

A1 is the official-purpose visa category. The law defines residents for an official purpose as foreign nationals and family members invited by government organisations or employed at foreign diplomatic and consular missions, inter-governmental organisations, UN offices or as international press representatives.
