What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is a temporary protection scheme adopted by Monaco's Prince's Government, guaranteeing assistance measures and access to rights for eligible persons. Beneficiaries do not have asylum-seeker or refugee status as defined by the UN Convention of 28 July 1951 relating to the Status of Refugees.

Which population, circumstances or geographic group does the mechanism cover?

It covers Ukrainian nationals who were resident in Ukraine before 24 February 2022, who have a proven and documented family or friendly tie with a person resident in Monaco, and who are accommodated in Monaco.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Eligible people must identify themselves to Monaco's Public Security Directorate by email at dsp-ukraine@gouv.mc to obtain the temporary residence document.

An eligible person obtains a temporary residence permit (titre de séjour temporaire). Information on the aid the Principality may deploy is given in a downloadable guide. Which competent authority, UN body or official assistance channel should the person use?

The administrative contact is Monaco's Direction de la Sûreté Publique, telephone (+377) 93 15 30 15. For immediate emergency aid, the Monegasque Red Cross helps people who present at its premises at 27 Bd. de Suisse, Monaco (Monday to Friday 9h-12h / 14h-18h). People who are not eligible are referred to the emergency reception guide of the Préfecture des Alpes-Maritimes.
