For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Monaco follows French/Schengen rules: foreign nationals who may enter mainland France for a short stay without a visa, and holders of residence permits issued by a Schengen State, may enter Monaco without a visa; Schengen visa holders may enter and stay in Monaco; where a visa is required and Monaco is the main destination, a French consulate issues a Schengen visa valid for Monaco and the Schengen area. France does not issue visas on arrival.
