Which family relationships qualify?

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Marriage: marriage certificate transcribed in the Moldovan Civil Register (Moldovan citizen sponsor) or legalised/apostilled, translated to Romanian and notarised/consular-authenticated (foreign national sponsor). Children: birth certificate transcribed in the Moldovan Civil Register, or legalised/apostilled and translated (foreign national sponsor). Partnership: civil status certificate of the applicant (single, divorced, widowed) translated to Romanian and legalised/apostilled, plus the civil status certificate of the Moldovan citizen's partner.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The applicant must show a document proving ownership or use of the dwelling (cadastral extract or lease registered with the State Tax Service) and health insurance valid for at least 3 months (except minors). For reunification with a foreign national, proof of financial means corresponding to the residence category is also required, with a bank statement no more than 10 days old.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The status is a right of provisional stay that can be extended (separate extension lists). Both family members must be present when documents are submitted; documents must be filed at least 30 days before the authorised end of stay (EU citizens: at least 15 days); missing the deadline carries an administrative penalty. Examination takes up to 90 calendar days. The official source does not state the rights of the family member, the validity of the permit or a path to independent status.
