Which citizenship, status or regional agreement creates the person's right to move/reside?

The right is created by citizenship of a European Union member state, under Moldova's Law 200/2025 on free movement and residence on the territory of the Republic of Moldova of citizens of the European Union and their family members.

What entry, registration or residence-document formalities remain?

EU citizens who intend to stay more than 90 calendar days must request a residence card. The applicant personally submits an application-questionnaire with the documents in original and copy to the IGM territorial subdivision for their domicile/residence. Documents: application form, valid travel document, declaration on own responsibility confirming no criminal record, civil status documents confirming the marriage, and a document confirming ownership or right to use accommodation in Moldova. The card is issued in 3 working days for an IGM fee of 350 lei plus a state fee of 150 lei.
