Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is a noncitizen principal holding one of the entry permits listed in Title 50 s.103, other than the dependent's entry permit of s.103(11) (the permit for an unmarried child under 18 of a citizen or a noncitizen spouse).

Limits of the record
  • The statute does not say which permits make someone a 'principal' (e.g. whether a permit-free visitor under s.103(1) counts); only the exclusion of s.103(11) is explicit.
  • First citation overlaps by three words ('any noncitizen principal') with the R1 citation; see notas.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The family member may be issued an entry permit for the duration of the principal's entry permit, renewable when the principal's permit is renewed. The official source does not state the family member's work or study rights or any route to independent status.
