What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

An asylum mechanism with two protection statuses: refugee status, and, for an asylum seeker who does not meet the conditions for refugee status, a separate Protected Person status.

Which population, circumstances or geographic group does the mechanism cover?

Refugee: any foreign or stateless person with a well-founded fear of persecution because of race, religion, membership of a particular social group or political opinions. Protected Person: a person who does not meet the refugee conditions but establishes exposure in their country to torture or inhuman or degrading treatment.

What happens after the request: registration, family handling, major support and rights where officially stated?

A National Consultative Commission on Refugees and Persons to be Protected (CNCRPP) gives an opinion within three months, extendable to six; it may investigate, gather information and request additional material. Except for compelling national-security or public-order reasons, expulsion cannot be carried out before appeal remedies are exhausted. The official source does not state registration, family handling or support during the process.

Which competent authority, UN body or official assistance channel should the person use?

A refugee-status request is addressed to the Minister of the Interior and a Protected Person status request to the Minister in charge of foreign affairs. UNHCR (HCR) can itself originate a refugee-status request, as can the applicant.
