Which travellers require a transit visa/permission and which officially documented exemptions are important?
There is no transit-specific rule: except for persons exempt under §5 or eligible for a visa on arrival under §6, citizens of all other countries must apply for a visa before entering the Republic. Crew of a commercial aircraft flying between a foreign place and the Republic who remain less than 14 days are exempt. The Attorney General may in writing exempt a person otherwise ineligible for visas and permits under section 114 of the Act where that person applies for a transit visa and provides evidence of onward travel.
