For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A visa must be approved and issued before entering the Republic, subject to the exemptions in the Immigration Act. Crew members and passengers of a cruise ship or private vessel carrying passengers between a foreign place and the Republic who remain less than 7 days (counted from the vessel's first arrival) are exempt from holding a visa.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

An application is made first to the Director of Immigration on the prescribed application form after the prescribed fee is paid, supplying the vessel name, number of crew and a letter indicating the duration of stay in the Republic. A Cruising Visa cannot be renewed or extended, and a C-1 holder may not change status while in the Republic.
