Which travellers require a transit visa/permission and which officially documented exemptions are important?

A traveller in transit can have the entry visa replaced by a special authorisation called a transit visa. Aircraft crew on stopover can be admitted on showing their crew booklet, licence or crew certificate. The official source does not state which nationalities are exempt.
