For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

An advance entry visa is normally required: to be admitted to Mali, every non-immigrant foreigner must present an entry visa unless exempted. The entry visa is issued by the Mali consulate or embassy covering the applicant's place of residence. A multiple-entry visa may be issued on request to a foreigner whose activity involves periodic contacts with public administrations, para-public bodies, professional chambers, travel organisers or local authorities in Mali.

What maximum stay, rolling-period rule, validity and entry rules apply?

The visa is valid for at least 6 months and at most 1 year from issue. The first entry must take place within three months of issue, or the visa is void. The official source does not state the maximum length of each stay.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

For the multiple-entry visa, the captured 2005 decree requires an attestation from the applicant’s contact in Mali proving the periodicity of the contacts. Its general non-immigrant entry rule also calls for a valid passport or equivalent travel document, an entry visa unless exempt, a return/onward ticket and vaccination certificates required by health rules. The route-specific provision does not itself add a funds, accommodation or insurance threshold.

It is issued either by the immigration services or by Mali's diplomatic or consular agents, against payment of a stamp duty. It is renewable.
