For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

No advance visa process is described: the Meeting Visa is granted to any foreign national visiting for the meeting purpose who satisfies the Maldives entry requirements, and entry is permitted at the port of entry after an immigration officer determines eligibility.

Since 14 May 2023 the Meeting Visa is an on-arrival short-stay visa for 14 days. The official source does not state whether it allows single or multiple entries or any rolling-period rule.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

Travellers need a complete itinerary with confirmed return tickets, a prepaid confirmed booking at a registered hotel, proof of sufficient funds for the stay, a passport or travel document with a Machine Readable Zone and at least 1 month validity (extended-validity passports are not accepted), and must meet the entry requirements of onward destinations.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Before travel, the Traveller Declaration must be filled and submitted electronically via IMUGA within 96 hours before the flight to the Maldives. The Meeting Visa is non-extendable, and a holder cannot obtain a Business Visa while in the Maldives.
