For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

The short-term social visit pass is given on arrival. Advance visa requirements depend on the traveller's nationality; this purpose does not itself confer a visa exemption. The country-requirements page expressly exempts ASEAN nationals other than Myanmar for stays of less than one month and states a temporary Indian exemption through 31 December 2026.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The pass is issued on arrival for the stated purpose. A further stay may be granted on special consideration, such as illness, accident or war at home. The visitor must provide evidence and confirmed onward or return travel and follow the listed in-person IMM.55 extension procedure. The page does not promise routine renewal or a change to work or residence status.
