Is this aimed at retirees, pensioners, financially independent people, passive-income holders or another profile?

Sabah Silver accepts applicants aged twenty-five or above from countries with diplomatic relations with Malaysia, excluding Israel, Nigeria and Bangladesh. It is a financially based programme for residence in Sabah, not a general permission to reside elsewhere in Malaysia.

Which types of income/assets are accepted according to the official source?

Funds must be placed in a fixed deposit at a Sabah-MM2H panel bank in Sabah. Up to half may be withdrawn after one year for residence purchase, education or medical purposes in Malaysia. Silver additionally requires monthly income proof of RM10,000 for a single applicant or RM15,000 with dependants.

Career opportunities are not permitted under this MM2H category; a relevant separate pass is needed. A spouse, parents, parents-in-law and children below twenty-one or still in full-time education without employment may accompany. Maids are permitted under current practice. Residence is confined to Sabah and Peninsular travel needs Immigration approval.

Property cannot be sold for ten years, except replacement after five years with a purchase meeting the tier minimum. Existing holders renew under previous criteria.
