    E. EFFECTIVE DATE OF APPLICATION All applications for PVP received by MIDA will be evaluated through MIDA Expatriate System via Xpats Gateway System. F. APPLICATION PROCEDURES 1. Sponsor Registration - Malaysian sponsors (companies registered in Malaysia) must register on the InvestMalaysia Portal if they have not already done so (Appendix 1). Online Application Submission - Application should be made by Malaysian sponsors online through MIDA Expatriate System via Xpats Gateway System. Applications must be submitted prior to the applicant's entry into the country. 2. Requirements – The sponsors must submit the application with complete information and upload all required documents based on the checklist. Any incomplete applications will not be considered and the sponsoring company may resubmit the application with the requested information. 3. Client Charter - processed within 15 working days (including Immigration work process), subject to application completeness. 4. Approval and Issuance - company will receive the digital approval notification for the PVP application and is responsible for applying for a visa either through the Malaysian Embassy/High Commission, Consulate General, or via eVisa (for countries that require a visa). 5. Entry to Malaysia - The technical experts should only enter Malaysia after PVP approval to avoid complications and violations of the Immigration regulations. Page 5 of 7 6. The final approval and PVP endorsement are subject to the requirements and conditions of The Immigration Act 1959/1963. 7. Processing Fees (exclude 8% SST): a) MIDA – RM1,200.00 is applicable for each PVP application; b) Immigration Department – RM180.00/RM360.00 (pass issuance) + visa fee (range between RM6.00 – RM50.00).

    Effective 15 May 2026, the following revised conditions apply to online appeal submissions for rejected Employment Pass (EP) and Professional Visit Pass (PVP) applications via the ESD online system: Important Appeal Submission Guidelines Appeals must be submitted within fourteen (14) days from the date of rejection at the Expatriate Committee Meeting. The appeal facility will only be accessible within this 14-day period. Once an appeal is initiated, the application fee is non-refundable. Appeals submitted after the 14-day period will not be accepted by the system. This revision supersedes the previous appeal submission timeline of six (6) months. Companies are advised to ensure that all supporting documents and justifications are complete prior to submission, as incomplete or late appeals will not be considered.
