Which types of residence count fully, partially or not at all where the official rules specify this?

The route depends on a qualifying Malaysian degree and a valid Student Pass, not on aggregating tourism, employment or other residence periods. The application portal says a Check Out Memo or Social Visit Pass during processing makes the applicant ineligible. It does not provide full, partial or excluded year-count rules because no accumulated-years test is stated.

What absence/continuity rules affect accumulation of the qualifying residence period?

The consulted Graduate Pass rules do not set an absence-days formula for accumulating qualifying residence. They require the Student Pass to stay valid through application. Multiple entry is a benefit of the approved Graduate Pass, not proof that time abroad counts toward a permanent-status test.
