Applicants from countries without a Malagasy representation first request a boarding agreement from the Ministry of Foreign Affairs, then file a physical application with the Ministry of Foreign Affairs representative at EDBM; the transformable visa is affixed to the passport within one week. In Madagascar the holder must then apply for a long-term visa and a resident card at the Ministry of the Interior. Immigrant visas are issued on a precarious and revocable basis and can be withdrawn for irregularity, a threat to public order and security, or if the reason for the initial visa disappears; renewal must be filed three months before expiry under the same conditions as the first visa.
