What exactly is the official special programme/status and why does it exist?

A Special Authorization to Stay that the listed non-residents may apply for at the Stay Subdivision of the Residence and Stay Affairs Department, under Item 2, Term 1, Article 32 of Law No. 16/2021 with Article 25 of Administrative Regulation No. 38/2021, and under Item 3, Term 1, Article 32 of Law No. 16/2021 with Article 27 of Regulation No. 38/2021.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

The person needs either a certificate issued by the cooperative public entity of the Macao Special Administrative Region (with full identification, the expected duration of stay for the collaborated activity and the facts that may extinguish the Authorization) or a certificate of appointment stating the period for performing duties in Macao as a representative of another country or region.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

The result is a Special Authorization to Stay granted by the Residence and Stay Affairs Department (application free of charge). A Validity Update is available where the Authorization’s validity is shorter than the duration of the activity or duties because the passport or travel document validity is inadequate. The official source does not state whether family members are included or what happens when the duties end.
