Which family relationships qualify?

Spouse; de facto partner meeting Article 1472 of the Civil Code; first-level lineal ascendants of the non-resident worker and spouse; first-level lineal minor descendants and adopted minors of the worker and spouse; and minors and blood relatives proved to be supported by the worker (Article 2 of Administrative Regulation No. 5/2003).

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

A non-resident worker meeting Term 5, Article 8 of Law No. 4/2003, i.e. with specific qualification and beneficial to the Macao SAR — skilled workers employed by a local employer owing to their educational background, professional qualification or working experience.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

A document of kinship between the worker and the family member is required; spouses or de facto partners sign a Declaration of Conjugal Relation/De Facto Marital Relation, and for de facto relations two witnesses must attend to confirm the couple have voluntarily lived together like husband and wife for at least two years. Where a worker applies for a minor child, a consent letter from the other parent is required.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The worker must provide pay slips (or equivalent) for the last 3 months signed/stamped by the employer, and a signed declaration consenting to the application. The official source does not state a minimum income threshold, accommodation or insurance requirement.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The worker or family member applies to the Non-resident Workers Subdivision (free; approx. 50 days); family should come to Macao only after the authorisation is granted. The authorisation generally expires with the worker’s Authorization to Stay/Non-resident Worker’s Card, and a minor’s expires on reaching adulthood; it must be renewed or cancelled together with the worker’s card. Dependants are prohibited from working in Macao unless the law provides otherwise. The official source does not state a path to independent or longer-term status.
