What exactly is the official special programme/status and why does it exist?

A Special Authorization to Stay for arbitrators, granted by the Residence and Stay Affairs Department under Item 7, Term 1, Article 32 of Law No. 16/2021 and Article 26 of Administrative Regulation No. 38/2021, so that non-residents can remain in Macao to serve as arbitrators.

The applicant must submit a document of the period for conducting the arbitration, showing full identification, the expected duration of stay for the arbitration and the facts that may extinguish the Authorization; the Public Security Police Force may ask the arbitration supervising entity for its opinion when necessary.

    According to Article 33 of Law No. 16/2021, persons who are granted Special Authorization to Stay for over 90 days are required to declare their contact address and habitual residence address in Macao to the Residence and Stay Affairs Department of the Public Security Police Force (except for non-residents in the status specified in Items 1-3, Term 1, Article 32 of the same law), and notify the Department of any change in the two addresses within 45 days from the date of change.
