What qualifying residence period is required and when does the period begin?

Which types of residence count fully, partially or not at all where the official rules specify this?

Time as a non-resident worker does not count: holders of a Non-resident Worker’s Identification Card are only ‘staying’, not ‘residing’, in Macao and will not be granted a Macao Resident Identity Card even after working in Macao for 7 years.

    12. Can a holder of a Non-resident Worker’s Identification Card get a Macao Resident Identity Card after working for 7 years? According to the law, holders of a Non-resident Worker’s Identification Card (Non-resident Worker’s Card in short) are only ‘staying’ but not ‘residing’ in Macao while they are working as a non-resident worker. Therefore, they will not be granted a Macao Resident Identity Card even after they have worked in Macao for 7 years.

What absence/continuity rules affect accumulation of the qualifying residence period?

The 7 years of ordinary residence must be consecutive; failing to renew a Residence Authorization within the renewal period extinguishes it and deprives the holder of the successive time counted for the purpose of obtaining permanent resident status.

In addition, you will be deprived of the successive time counted for the purpose of obtaining permanent resident status.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

Applicants without a valid Macao Resident Identity Card apply to the Identification Services Bureau (in person or by post) for the Certificate of Entitlement to the Right of Abode, free of charge, with a 30-working-day processing pledge. The Certificate carries an effective date from which the right of abode can be exercised; applicants are advised to collect it within six months and then apply for the Macao SAR Resident Identity Card. Persons of both Chinese and Portuguese descent must declare Macao as their place of permanent residence before the Certificate is issued.
