What exact status does accumulated residence lead to?

A granted Residence Authorization leads to a Residence Authorization Certificate, with which the holder applies for a Macao Non-permanent Resident Identity Card; time under a Residence Authorization is counted successively for the purpose of obtaining Macao permanent resident status.

  • The page does not state the residence period or criteria by which a non-Chinese applicant under this route attains permanent resident status.

Other persons who intend to reside in Macao may apply to the Residence Subdivision, Residence and Stay Affairs Department of the Public Security Police Force according to Law No. 16/2021 and Administrative Regulation No. 38/2021. After the application is approved, they will be issued a Residence Authorization Certificate, with which they can apply to the Identification Bureau for a Macao Non-permanent Resident Identity Card.

In addition, you will be deprived of the successive time counted for the purpose of obtaining permanent resident status.

What qualifying residence period is required and when does the period begin?

Answer not available

Which types of residence count fully, partially or not at all where the official rules specify this?

Time as a non-resident worker does not count: holders of a Non-resident Worker’s Identification Card are only ‘staying’, not ‘residing’, in Macao and will not be granted a Macao Resident Identity Card even after working in Macao for 7 years.

Limits of the record
  • No official statement found on whether other stay types (e.g. students, Special Authorization to Stay) count.

    12. Can a holder of a Non-resident Worker’s Identification Card get a Macao Resident Identity Card after working for 7 years? According to the law, holders of a Non-resident Worker’s Identification Card (Non-resident Worker’s Card in short) are only ‘staying’ but not ‘residing’ in Macao while they are working as a non-resident worker. Therefore, they will not be granted a Macao Resident Identity Card even after they have worked in Macao for 7 years.

What absence/continuity rules affect accumulation of the qualifying residence period?

To renew and preserve the Residence Authorization, the holder must habitually reside in Macao: make Macao the centre of living, reside there not less than 183 days per year from the Authorization’s effective date, and not be away for more than half a year each time. Loss of habitual residence can lead to revocation or refusal of renewal; failure to renew within the renewal period extinguishes the Authorization.

Limits of the record
  • The 183-day and half-year rules are stated as conditions for renewal/preservation of the Residence Authorization, not expressly as a counting rule for permanent status.
The renewal and preservation of the Residence Authorization depends on whether the application meets the prerequisites and requisites stipulated in Law No. 16/2021 and Administrative Regulation No. 38/2021, especially whether the interested persons “habitually reside” in Macao, i.e. whether they make Macao a centre of living and reside in Macao for not less than 183 days per year starting from the effective date of the Residence Authorization. In addition, they should not be away for more than half a year every time they leave Macao.
    3. The person granted Residence Authorization does not have habitual residence in Macao anymore, or does not meet a requisite, prerequisite or condition for granting Residence Authorization anymore.
Failure to renew the Residence Authorization within the above period will result in its extinguishment as the Residence Authorization expires and becomes invalid.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

Applications go to the Residence Subdivision of the Residence and Stay Affairs Department with, among others, a Macao criminal record certificate (age 16+), proof of means of subsistence and a sponsor guarantee covering repatriation expenses. The Residence Authorization fee is MOP20,000 (exemptions include Chinese and Portuguese citizens and family-reunion applicants), payable within 20 non-extendable days of notification of the grant; the Certificate must then be collected and a Macao Resident Identity Card applied for within 90 days. Renewal must be applied for in the first 60 days of the 120 days before expiry (late fees MOP2000/MOP5000); the Authorization may be revoked or renewal refused if the holder no longer habitually resides in Macao or no longer meets its conditions.
