Is this for a founder, startup entrepreneur, self-employed person, freelancer, company owner or another business profile?

This route is for third-country nationals who intend to carry out a self-employed activity in Luxembourg, whether residing abroad or already lawfully residing in Luxembourg without having worked there as self-employed; the activity must require their presence in Luxembourg for day-to-day management of the company.

What must actually exist or be demonstrated: business plan, company, innovation, clients, contracts, economic activity, job creation or other substance?

The applicant must provide proof of the qualifications required for the activity (and professional-register registration where applicable), fulfilment of the legal conditions to access the profession (e.g. business permit outline consent), a CV, and evidence that the activity serves Luxembourg's social, cultural or economic interest: responding to an economic need, integration in the economy, viability and sustainability, job creation, or investment (notably in R&D/innovation).

What investment, capital, income, revenue, funding or viability evidence is central to this pathway?

The central evidence is proof of sufficient resources to carry out the activity, a business and financing plan, proof of the economic resources needed for the project, and, for a business takeover, balance sheets and profit-and-loss accounts for the past three financial years.

What business/self-employed activity may the holder conduct? Are there important restrictions? What is the family position where clearly stated?

The residence permit includes the work permit for the specific self-employed activity in question, provided the holder has the required business permit; activities subject to other authorisations need those authorisations. The official source does not state the family position.
