What qualifying residence period is required and when does the period begin?

At least 5 years of lawful and uninterrupted (continuous) residence in Luxembourg, i.e. holding a residence permit; the application must be submitted immediately at the end of the 5-year residence period. For recipients of international protection, the period between lodging the protection application and issue of the protection residence permit is counted towards the 5 years. The official source does not state generally from which date the 5-year period starts.

Which types of residence count fully, partially or not at all where the official rules specify this?

Lawful residence with a residence permit counts. For international protection recipients, the period from lodging the protection application to issue of the protection permit counts (unless staying in another Member State without a legal right). EU Blue Card holders may add together stays in different Member States if they have 5 years of lawful uninterrupted residence in the EU as a Blue Card holder, including 2 years in Luxembourg immediately preceding the application. Seasonal, seconded or transferred workers, students/persons in vocational training, and holders of a temporary permit with a specific limited validity cannot benefit from long-term resident status.

What absence/continuity rules affect accumulation of the qualifying residence period?

Residence is not deemed interrupted by temporary absences of less than 6 consecutive months that do not exceed a total of 10 months in 5 years, or by uninterrupted absences of up to 12 consecutive months for important reasons such as pregnancy and childbirth, serious illness, or studies or professional training.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

Other conditions are a valid passport; stable, regular and sufficient resources for self and dependants without social welfare (REVIS); suitable housing; health insurance for self and family; no threat to public order or safety. Applications go to the General Department of immigration (Ministry of Home Affairs) online via MyGuichet.lu or by post, with supporting documents incl. proof of resources for the preceding 5 years, CCSS affiliation certificate, criminal record extract and a EUR 80 fee. The ministry must respond within a maximum of 6 months; no response means rejection. The 'long-term resident permit – EU' card is valid 5 years and renewable on request (apply within 2 months before expiry, EUR 80 fee). Holders leaving Luxembourg for more than 6 months must return the permit and declare departure; the status itself is withdrawn after 12 months' absence from the EU (24 months for former EU Blue Card holders) or 6 years' absence from Luxembourg.
