What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Asylum (international protection) with two statuses: refugee status and subsidiary protection status. Temporary protection exists only in exceptional mass-influx situations following an EU Council decision.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

In-country request: the wish to apply is expressed in person to the Ministry of Home Affairs (General Department of Immigration – Department for refugees), the Grand Ducal Police, the National Reception Office (ONA), the National Office for Children (ONE), or the detention centre/prison where the person is held. People who crossed an EU external border irregularly undergo screening first.

What happens after the request: registration, family handling, major support and rights where officially stated?

At registration applicants are informed of the procedure, rights and obligations, a free interpreter and legal aid. They receive a certificate allowing them to remain in Luxembourg (they may not leave the country), must declare arrival in a commune within 8 days, and can ask ONA for social, educational and material support (ONE for unaccompanied minors). Each adult is interviewed separately. Normal-procedure decisions generally come within 6 months (extendable by a further 6 months); fast-track within 3 months.

The competent authority is the Ministry of Home Affairs' General Department of Immigration, where the application must be registered and filed in person.
