What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is temporary protection (status S), not asylum: under the Ordinance on Temporary Protection for Certain Groups of Persons from Ukraine (adopted 15 March 2022, in force 16 March 2022), persons in the defined group get a temporary right of residence without a regular asylum procedure. It is a return-oriented residence status.

Which population, circumstances or geographic group does the mechanism cover?

It covers Ukrainian nationals seeking protection who were resident in Ukraine before 24 February 2022 (and those already legally resident in Liechtenstein before then); other nationals and stateless persons who had international or national protection status in Ukraine before 24 February 2022, or who can prove a valid right of residence in Ukraine on 24 February 2022, and cannot safely and permanently return to their home countries. There must be no exclusion grounds (Art. 3 Ukraine Protection Ordinance). Persons who have or had protection status or a residence permit in another country do not qualify, and pending protection proceedings elsewhere can invalidate the application.

    Persons seeking protection who already have or had protection status in another country do not fulfil the requirements for being granted protection status in Liechtenstein. The same applies to persons who hold or have held a residence permit in another country. A declaration of renunciation by/to the respective state does not entitle the holder to protection status in Liechtenstein. Please note that pending protection proceedings in another country can also lead to the invalidity of the application for protection in Liechtenstein.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

This is an in-country, in-person request. Persons already in Liechtenstein contact the Migration and Passport Office (APA) in advance by telephone (+423 236 61 41) or e-mail (asyl@llv.li) for an appointment to submit the application. Registration requires appearing in person and an entry interview.

What happens after the request: registration, family handling, major support and rights where officially stated?

At registration, information is handed over, personal details recorded, fingerprints taken, database checks made, and identity/travel documents and assets secured under the Asylum Act. The APA issues a written decision and an S permit, limited to a maximum of one year and extendable; original travel documents are returned. Rights are largely those of asylum seekers and temporarily admitted persons: welfare benefits, pocket money, accommodation and care, and compulsory health insurance premiums and cost sharing covered; school-age children may attend school and adults may work with APA approval and wage concessions. Holders may travel within the Schengen area and return with the S permit and a valid passport; trips longer than 14 days must be reported. They may live with relatives or acquaintances, but rent is not covered. Status expires if the centre of life moves abroad or it is renounced, and can be revoked if the situation improves. The official source does not state whether family members may join.

The competent authority is the Migration and Passport Office (APA), available in person during counter opening hours (also without appointment, with possible waiting times); outside opening hours, the National Police.
