What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is temporary admission (vorläufige Aufnahme), not asylum: it is granted within the asylum procedure to asylum seekers who are not granted asylum but whose removal cannot be carried out. It is granted for a period of one year, after which the reason for temporary admission or the possibility of removal is reviewed again.

See recorded sources

Which population, circumstances or geographic group does the mechanism cover?

It covers asylum seekers who are not granted asylum in Liechtenstein but whose removal is not possible (technically impossible), not permissible (concrete danger, e.g. violations of the European Convention on Human Rights) or not reasonable (e.g. due to war or serious personal hardship).

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

It is not a separate application: temporary admission arises within the asylum procedure, which the Migration and Passport Office (APA) handles in full, from the asylum request to enforcement of removal. After an asylum request is filed, the persons are assigned to the reception centre; the APA interviews the person (including a EURODAC/Dublin check), and the government decides on the asylum application. The official source does not state whether the asylum request is lodged at the border or in-country.

  • The sources do not state the physical place or channel (border vs in-country) for lodging the asylum request.

What happens after the request: registration, family handling, major support and rights where officially stated?

Asylum interviews are held with an interpreter and a relief-organisation representative; applicants must cooperate (identity, documents, biometrics). Accommodation and care of asylum seekers, temporarily admitted persons and persons in need of protection is provided by the Liechtenstein Refugee Aid (FHL) under Art. 59 Asylum Act, including housing, economic, medical and psychosocial care, counselling and help finding work; the state bears costs of accommodation, living costs, insurance and legal advice (not legal representation). Persons with sufficient assets must reimburse costs. If they work, wages are assigned to the state (wage cession), with a motivation bonus paid out; the cession ends at the latest five years after the asylum request. When a temporarily admitted person receives a residence permit under Art. 31 Asylum Act, FHL responsibility ends and the Office of Social Services takes over. Children must attend school, usually within 30 days of the asylum request. The official source does not state family handling during the procedure.
