Which travellers require a transit visa/permission and which officially documented exemptions are important?

The immigration law does not apply to crews of ships and aircraft arriving in Libya who hold maritime or air travel documents, provided these are endorsed by the competent passport office, nor to passengers of ships and aircraft calling at a Libyan port or airport whom the competent passport offices permit to disembark or stay temporarily for the duration of the ship's or aircraft's stay. The official source does not state which nationalities need a transit visa.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

Ship and aircraft captains must give the competent passport office a list of crew and passengers, report passengers who do not hold valid entry or transit visas, and prevent them from leaving the ship or aircraft without written permission from that office.
