For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A foreigner may enter, stay in or leave Libya if he holds a valid visa granted on a valid passport issued by a recognised competent authority, or on an equivalent document entitling the holder to return to the issuing state. Citizens of Arab states have the right to enter Libya with personal identity cards through the designated entry points, under the rules set by the General Directorate of Passports and Nationality.
