What exact activity, role or purpose qualifies?

Under the Ministry of Labour's general work-permit guidelines (regular, gratis and others), the application letter to the Minister must name the business/institution where the applicant will work, the applicant's position, resident permit and passport numbers and the job description/terms of reference, and the file must include a legal document for the entity/institution (business registration/licence or certificate of incorporation) and a list of Liberian and foreign staff already employed.
